Turbo Gauge at 12:00 max. HELP. 900 1993

Hi! The gauge on my '93 944Turbo isn't going into the white area even if I floor the car. When I press/release the accelerator, the gauge climbs/descends the black area as if tethered to the accelerator cable, but stops at about the 12:00 position. If I make a hard acceleration, it will barely go into the white area (about 1/8inch) and only at high RPMs. I once did this on a quiet street with the windows down, and I could hear the turbo spin. Also, when I idle the car after a hard-drive, the turbo is very hot, as if it was actually working, however I get no boost. Any ideas on what could the problem be and how to fix it? Could it probably be that the wastegate actuator arm broke and I am throwing away my boost? If so, where is this actuator located? Thanks in advance for any and all responses!!!
