A/C fuse #9 blowing 91 740 NA 700 1991

Fuse number 9 is blowing on duaghter's recently acquired 1991 740 wagon. This also feeds turn signals , seat belt warning. By process of elimination we've found running the A/C causes the failure. The compressor will run then the fuse pops within a minute or less. Until this week there had not been a problem. I thought the black wire between the plastic connector and compressor might be the problem as it showed a bare spot near one of the wire guides. I bypassed this spot and the fuse still fails. If I disconnect the compressor wire at the plasic connector the fuse does not blow. This is leading me to think the clutch has shorted. Do the clutches fail on these compressors and cause a short? Any suggestions?
