Hello it has been a while since I've posted.
Anyway, I failed my emissions test on my 1990- 240 (VX Cam) with 250K miles on it. The only part I failed was the Nox. A local mechanic who works on Volvos said that he used to work for the EPA and was responsible for testing "graymarket" cars for US compliance. He said he would get the car to pass after I had failed once by doing some tricks, like unplugging OXygen Sensor and unplugging the vacuum line to the fuel pressure regulator. Well after all of his tricks it still failed. He then wanted to plumb his own version of an EGR system for around $500.00.
I thought that sounded like a quick fix so I went and had my cat replaced at a trusted local independent muffler shop. When he removed my ORIGINAL cat, there was absolutely nothing inside of it. He put on the new aftermarket universal fit cat and I passed with more than flying colors.
The moral of the story is that if your car is in good tune you can pass 5 of the 6 tests. Although everyone told me that a new cat would not help NOx, the new cat dramatically reduced them. Be careful of what you read. If your cat is original or very old replace it, it helps tremendously.
