Broken head bolt 444-544

Hi all,
Pulled the head off my 544 last weekend and one of the head bolts broke off just below the surface of the block! I can drill down about half an inch and then my bits stop cutting. The bolt goes close to an inch further down. Any ideas on what can be used to drill this bolt out? I've been using titanium coated bits which are the best available at the local Home Depot
