What's my problem? Fuel Pump? 200

Hi all,
I have an '87 240 sedan. Great car, but having some troubles that I can't pin point. Can't seem to figure out a problem. It has been a problem for the past few months, but I live near a bus stop, so the urgency hasn't been an issue, but it is really bugging me now and is inconvient.

The problem is starting. I had a new starter put on in August. Problem solved. From there the car ran well. few weeks later it had trouble firing up. Great turn over, just not catching. Replaced the Fuel Relay, worked well for a week, but once again same old problem. Then I started looking at the 25 amp safety fuse near the battery. It was pretty dirty, so i figured from many post here that replacing it with a marine holder was a good way to go. With that done, car worked great always starting up. Tonight it rained, had a little trouble starting, but pumping the gas, managed to get her going. Last few days when I had no problem starting, I have noticed a lack of power mostly in 1st or 2nd and mainly on the acceleration. Feels like a stumble. Like it's not getting enough gas or something. Tonight same problem, like it would just cut out pumping gas.
Now, when I couldn't get here started in the rain, I tried to hear the fuel pump running, those few seconds as you turn the key, (hard to hear when you are in the driver seat, but this time I could actually here it fairly loudly, as appose to other times were i have attempted to hear it but couldn't, but it would go.

So I guess my main question is

1. Do fuel pumps die a slow death or just stop working?
2. What else should I look for. Maybe the weather, rain causes the problem someplace else that would be obvious for these cars. though i still stumble driving in fine weather??? Must be new fuel pump.
I hate to get a new pump (poor student) if it's something else.
