Volvo 240 no-start 200

240 GL, '83, 4 cylinder 2316 cc. Wont start,good fuel press (about 90 psi during cranking)at fuel filter outlet, good spark but no fuel delivery at injectors unless I lifted up the air-flow sensor plate manually then injectors give good spray. Had vacuum gauge hooked up to intake manifold, reads 3" Hg during cranking. Blanked off auxillary air valve,EGR, fully screw in idle adjust screw & sealed injectors' cavities with eng oil to re-check vacuum, no improvement either. Compression tested all cylinders, all average 140 psi.Checked all hoses connected to intake manifold, good.

What cause air leak problem?Is this why it's not operating fuel distributor to fuel injectors?
