88 240 Cruise Confusion 200 1988

I pulled all the Cruise Control (yes, it worked 100%) stuff from a 1988 240 Automatic Sedan I have and moved everything to my 1988 240 Automatic Wagon. The Cruise worked on the Sedan, and will NOT on the Wagon.

I used the O.E.M. Installation Manual and have checked and re-checked everything, but no-go.

The kit has you placing an Orange Wire on that double Spade on the back of the Instrument Cluster to get a "speed signal".

I tested both cars and here's what I found.

With my DMM set for Hz, the Wagon has a signal that is varriable with Engine RPMs and seems to have nothing to do with road speed.

When I make the same check on the Sedan I'm unable to get any discernable reading at rest or in motion for Hz, VDC, VAC, mA, etc. This might be a problem with my test leads and trying to make measurments while driving.

Has anyone run across this situation before and how did you resolve it?

Do I need to tap one of the three Wires to the Speedo., or add a Pin to the Round Connector, or what?! I'm very frustrated.

If I knew what the Speed Signal I need was like I could hunt around my Wagon.

I don't think the Instrument Cluster has anything to do with my problem because I swapped them and the Signals remained consistant with the vehilce and not the Cluster.

As I bought the Wagon with 300,000 miles, there's a chance that the Speedo or Cluster is not original (or anything else for that matter), but as the condition stays with the vehicle and not the Cluster, I'm inclined to not suspect the Cluster.

Especially after I had installed a Cruise kit for post-1990 240's (not knowing it couldn't be made to work in my '88.
