those dang 1989 240s 200

this is another problem with the 89 240 i loaned out to my brother, i'm happy as all get out to have it back though (seat heaters are nice in the mountains). The car had starting problems while my brother drove it, i lived to fatr away to fix it for him so i had him take it to a volvo shop. The same problem reoccured 3 times, and again now. What happens is the car doesn't want to start, it seems like its fooding itself, pull the plugs and they are wet. The only way it wants to start is by pumping the gas a little while you first try to start it. then it runs fine, smooth, with all power, like nothing is wrong. I finally lookedx over the receipts from the mechanic, they replaced what was listed as the fuel control unit 3 times, and of course inflated the rest of the bill with things like rotor, plugs seals ect, ect. I called the mechanic to question him about it and he said they decided that the units they put in were defective, and just tow the car to denver so they can check it out. Well, i'm not going to do that, all my other volvos are well over 300,000 miles and noone has worked on them but me, and noone ever will. So can anyone shed any light on this defective unit? what can i do to fix it, what is a good replacement, how can i bypass it? I'm sure you all need more info on the car or the problems, but this may be a known problem in the 89 model. any help would be greatly appreciated.
