fuel injectors... are they supposed to move in the rail? 700 1985

I've been having rough idle lately.

Are the injectors supposed to be snug in the fuel rail or should they rotate if moved with fingers.

While conducting the loosen the break line slightly and have assistnat press pedel to bench bleed mc that ran low on fluid.....I touched the fuel injectors.


I was testing connections since mine have electrical tape on the tops from the previous owner and I was curious to see if idle would change.
