windshield defrost doesn't work 200 1991

My wifes 244 windshield doesn't defrost. The fan works. I've replaced the check valve and it didn't help and/or made it worse? I live in seattle with lots of pine trees; could something be clogged preventing air to the windshield? I took off some of the interior carpet pieces to look at the hoses to the vents on the top of the dash, but they were connected fine. What should I check next? Any other check valves? The select swith (floor/defrost/circulate) doesn't seem to make any difference as to where the air is directed. Is there and easy switch/relay/fuse fix? Heater control?
