Kickdown Cable & Slow Shifting

My 91 745 is very slow to shift from 1st to 2nd. It shifts around 3800-4000rpm unless I release the throttle and then it shifts instantly. I tried loosening the kickdown cable and with it loosened as far as I can loosen it, it still shifts at around 3500-3800rpm. I then tried detaching the kickdown cable from the throttle spool and it shifts very nicely and smoothly, however, I can't get the transmission to downshift under heavy throttle.

What can I do to get the transmission to shift at reasonble rpms and have kickdown capability as well?
