poor running 200 1982

The car idles very rough. Won't hardly go down the road until you get the rpm's up around 4000. Switched out coil and rotor and cap. Spark plugs show black soot. I am thinking it is the fuel distributor. How big a job is it to pull intake manifold and check air distribution plate. I also check the exhaust system to make sure it was not plugged. Any other ideas?
