I am stumped- is my car really running this cool? 200 1990

My car has the gauge bypass set up, and the gauge read only about one third from dead cold. I tested the grounds for the gauge and even replaced the sensor. I finally gave up and bought a VDO gauge an installed it inthe upper mounting area. I ran a new wire to the new sender and disconnected my stock Volvo gauge. The VDO gauge reads about 140 degrees (roughly the equivalent as the stock gauge) after driving for thirty minutes. I live near Huston where it is about 60 degrees outside. What is going on?
