240 dies when really cold 200 1988

My 240 seems to stall and or run rough when its minus 10 or lower. Today it died shortly after starting when I put my foot on the throttle. It took 30 seconds to restart and then it ran OK. Sometimes it has a hesitation when accelerating. When driving its ok and when its warm it idles perfect. I still can't figure it out.
