Rpm gauge play? 700 1991

There seems to be some gauge play with the rpm reader at idle, it shows that the engine is running at 500rpm (below normal). Theres little to no feeling when in idle from any other time, but small shutterings here and there.

Rpm gauge has also been seen darting wildly from time to time, and then go back to normal.

What is this?
