OD question 200 1984

Brought home an 84 DL with no OD function. PO did not mention this, so they probably had been driving this way for a while.
Fuse #11 was blown, shifter console wiring looks ok, and the OD relay (orange) looks ok from the outside. So, I suspect that there is a problem with a short in the wiring to the OD solenoid.

If it's a simple short fix, what do I do about the solenoid which has been non-operational for a long time. A cautious person would pull the solenoid and clean it, follow with up with a powerflush and filter change.

But, I want to hear from the realists out there.
