What’s getting wet? 700

Every time it rains or snows my car runs very poorly. It feels like it’s missing when it runs. Right now it will not start at all. It’ll turn over just fine, gives a “blump”, then nothing. It smells very rich. It ran fine on the way to work. It always runs fine as long as it isn’t wet outside. I opened the hood and the engine is dry. I also checked all the wire connections I could see, nothing out of the ordinary. I don’t have any idea where to start troubleshooting this problem. What’s getting wet?

The cap, rotor, and coil are new and appear to be dry.
