I don't know if you've seen any of my frequent posts about reducing NOx emissions by plugging the vacuum to the V/C ICU, but it's based on something I googled a couple of years ago. The slightly edited excerpt below may relate to the dreadful turbo performance you mention.

[With vacuum plugged] "On the dyno and on the street, unless you're really flogging it, you can tell no difference in performance. What happens is that the "no vacuum mode" for the Chrysler box closely matches a conventional distributor curve; i.e. timing retards 5 degrees when the throttle is opened and advances with engine rpm to approximately 33 degrees instead of advancing immediately to 52 degrees and then backing down to below ping levels."

There have been several NOx lowerings with this, but I wonder how "the timing retards 5 degrees" with no vacuum input?
