Odd no start, electric gremlin? ECU? Harness? 200 1991

So this morning, I went out to start the car up to move it across the street due to street cleaning rules. It just turned over & over, but won't start. When it was turning over, I tried to give it gas, but it wouldn't go (the pedal would go to the floor, but no gas to the engine, this trick would work on my jeep, not sure if can give gas to a volvo when trying to turn it on) I tried even starting it up with the AMM unplugged. Still nothing. I noticed that all the idiot lights were on except the "Check Engine" when the key was half turned. I replugged the AMM and I waited a few minutes, this was now the 4th or 5th trying to start it, and turned the key half-way and this time the "Check Engine" light was on with all the idiot lights and I cranked it and it started up with no issues. I checked the Engine Codes and it was 1-1-1, aka fine. I drove it around the block and reparked it, no problems. I know I have the dreaded Pink 561 sticker ecu, could this be the problem or is there something else I should look for?
