Won't start '88 740 GLE 700

The car is an '88 740 GLE n/a. It will crank forever and never fire. All plugs have spark. I put a multi meter to the fuel pump wires and there is no power to the pump when the ignition switch is on or when cranking the engine. Also I do not feel the relay click. I resoldered the relay and the car still won't start. I got two relays from the junkyard and it still won't start. Then I jumped relay terminals 30 and 87/2 and both fuel pumps run so I tried to start the car but it won't start. Should the engine start when the fuel pump relay terminals are jumped or do I need to jump another terminal? Thanks for any help.
