Steering easy to turn but requires more turning of the wheel. 900 1994

My brother has a 1994 945T that has been having some power steering issues. When he bought the car, (about a week ago) the Volvo shop that checked it out said that the power steering pump needed to be replaced (it was leaky). Today, noticed that he felt something different about the steering; he said that turns take more rotation of the wheel than usual, i.e. it took about two rotations to make a right turn into his driveway. The steering gear is not harder to turn, like it would be if the pump failed. He checked the power steering fluid and it was full. We're not really sure where to go from here, does anyone know if this sounds like a problem with the rack, the pump, or something we haven't even thought of yet? It's more unusual than the other problems I'm finding onlinein that the steering is still easy to turn, it just takes more rotations of the wheel. We'd appreciate any information anyone has about this.
