Loose fitting cam seal?? 700 1991

I had an oil leak that ended up being the cam seal on a 745Ti. Upon removing all the front seals I found the cam seal loose. Loose as in I was able to move it with my fingers. It was not being "gripped" and held in place by the head and cam cap. I am pretty sure the leak was around the outside of this loose seal.

I have always used Elring seals and have never had a problem before and I plan on using them this time.

Has anyone had a similiar experience? Both of the other seals were fine and not leaking but they were relatively tight (I am replacing them while I am there). I was thinking of using something like gasket cement on the cam seal but that seems pretty radical. I would probably kick myself the next time I need to change that seal, but then again I don't want to have to go back in there to correct a leaking seal anytime soon.
