parking brake joy

I wanted to restore functionality to my parking brakes on my 89 240 wagon. I put on new calipers and rotors as well. I put on the new park brake shoes and new hardware and tried to put the new rotor on. It just wouldnt go on by a long shot. I noticed that the actuator mechanism was frozen and wouldnt budge. A friend of mine had these big locking clamp pliers and was able to free the rusted mechanism. The rotor then slid right on. Same thing on the other side except this time the actuator wouldnt free up I cant budge it and until I do I cant put the rotor back on. Has anyone had this trouble and what worked Please help!
