rebuilt transmition-shifts hard from 1st to 2nd gear 200 1984

I recently purchased a 1984 240 wagon. (first Volvo)
I had the transmission rebuilt last week and yet it still sifts hard from 1st to 2nd gear. Is this normal? The transmition guy says it is. He claims if he
adjusts the cable, then the car will shift to quickly and not have enough pickup. Is this true? I need some input from those wiserer in the ways of the Volvo than I. Thanks.
