Flasher unit buzzes no turn signal 200 1990

Turn signal flasher buzzes and there is no turn signal. The emergency signal flashes however if it the button is depressed slowly buzzing will occur before it is fully depressed. Tested using a working flasher from another 240, same problem. Have cleaned all ground points on the car, any ideas?
