A blown fuse #11 will leave the relay in the "Off" state, which grounds the upshift light, turning it ON. The light gets constant +12 on the other side from the instrument panel wiring.

You can just remove the relay and jumper the terminals for 15 and 87 in the harness plug. That will be just like the relay is in the OD-ON state, and should work if wiring from 87 out to the good solenoid is OK. And the upshift light will be off.

But I think I saw at least one positive post here on the IPD bypass. There are ways to do it to the solenoid too (much cheaper "fix"). Search on solenoid.
