86 740T heater fan quit

The fan in the car quit without any warning that I am aware of (ie no squealing). I simply started the car this morning and there was no forced air on any setting. I checked fuse 16 and its holder and it is okay. I had noticed that on some mornings, when it was particularly, the heater motor caused the Volt meter to read pretty low. As soon as I switched the fan of the voltmeter jumped back up to 14.5V.
I need to get this thing back working as the temperatures are forecast to drop significantly in the next few days.
Do the symptoms sound like the fan motor or the resistor pack?
