Help on 1990 240DL running too rich 200

I have a 1990 240DL that failed SMOG and considered GROSS POLLUTER. I took it to a SMOG and Repair shop and I was told to take it to a regular Volvo mechanic because it is running too rich. According to the SMOG Repair shop, it keeps on plugging the filter they use to test the vehicle within 5 minutes which normally last 4 months.

What can I do if any? Thanks for any assistance and advise.
