'92 965 Barely Passed CA Smog Test - High Hydrocarbons 900

So, once upon a time I was fairly active on this board, but went to the dark side a while back and now stare down the hood at a blue and white roundel... Anyway, my question relates to our '92 965, which has been relegated to third-car family-hauling duty. It just barely (and I mean barely) passed its CA smog test this past weekend. The 15mph test turned up a 109 out of a max 110 for HC emissions. Every other test was well within spec (and very close to the readings from two years ago), including the 25mph HC reading. I searched the archives and it seems like high HC generally relates to incomplete combustion and most of the posts suggest the good old "960 Italian Tune-Up." Now, I did this prior to taking it in... The car was also good and hot (having driven the snot out of it just prior to taking it to the station) so the cat should have been at peak operating temp. too. I'm looking for some suggestions, and maybe an explanation why the HC reading is well within spec at 25mph and not 15mph. At 207K it's due for an oil change and major service in 3K miles, which may be my answer, but I still find it odd that the HC reading was so high at 15mph while every other readins is almost identical to two years ago. Btw, it's driven maybe an average of 30 miles/wk, mostly in L.A. traffic, although I do take it out on the freeway occasionally to stretch its legs.
