Moving shock mounts to the front 444-544

Well, we pounded and squirted (P'Blaster) and persuaded that top shock mount to come out.

But...the bottom one doesn't want to budge. Wondering if this one is threaded in? And if so, WHY? Also, of course, how to get it out then. If not and someone definetely knows, I'll feel better hammering on the thing. I think its rusted frozen.
