I'd jumper the relay and jumper to the fuel pump to get them out of the picture. If it starts then, one of them is bad (or the pump signal is not coming from the ECU).
One thing you didn't mention (or I missed), if the plugs are wet you usually get a burp or some kind of fire. Have you checked for spark? Of course the other thing needed is compression. I'd check that too.
