What I do is put both rear wheels in the air, tranny in neutral, e-brake off.

Turn the adjuster on one wheel in until you cannot turn it by hand. Repeat for the other side.

Pump the brake pedal hard 3-4 times to recenter the brake shoes. If you can turn the wheels, tighten more. Pump again.

Then back off the adjusters as necessary for the wheels to turn by hand. You normally have a bit of drag at some points of rotation, and none at other points. If there's no drag at all, they're probably too loose.
