Yup, that's basically what I do, lock the rear wheels with the adjuster, and back them off 3 clicks.

The only thing I would add is that people have a nasty habit of trying to adjust the rear brakes with the handbrake cable. If you're not sure the handbrake is properly adjusted loosen them right off. Adjust the rear shoes using the adjusters, then adjust the cable so you have six clicks on the handbrake lever.
