What year is the new one?
On the one that buzzes for a bit and stops, does it start again after the
engine is running? (That is what it is supposed to do.)

Are the rubber mounts for the pumps in good shape? If so that should reduce
the noise somewhat. On the one that runs all the time it sounds like someone
has bypassed the relay. It should not be a problem unless you have a flooding
condition.
