89 240 not charging 200

I noticed over the last couple of days that my voltage gauge was hanging somewhere below the half way point (11v) where usually it would hang over half way or very near the top (14v). Whats worse when I turn on the lights it goes even lower. I have the lights and the heater fan on its in the red (10v) yet strangely the car still runs. I pulled the alternator and took into to Krange where they tested it on their machine. It passed every test with flying colors. Then they tested my battery and it also passed. I cleaned the battery terminals and connectors as well as the alternator connectors. Condition is still the same. Voltage is very low but the car doesn't die. When I start the engine it runs rough for the first 20 seconds like it has a mis then it smooths out. What is going on here?
