low speed shimmy, diminishes at higher speed 200 1984

1984 244 GL well over 200,000 miles, odometer broken
The car exhibits a severe shimmy beginning around 30 mph. A time or two I have attempted to "drive past it" and the severity decreases around 50 mph. Kids don't try this at home. This car is not a daily driver until I can straighten out this front end. I've had it on a lift, and the front suspension and steering bits don't seem slack. I pulled and wiggled the front wheels and same thing, no obvious play.
What is the common cause on a 240 for a severe low speed wobble or shimmy that smooths out at higher speeds?
