Windshield wiper arm 700 1991

It got that way because the nut loosened and somebody tightened it up without repositioning the wiper arm.

Remove the nut and arm. Clean off the shaft with a wire brush to expose the tines. Place the wiper in the correct park position, press down real hard on the arm over the shaft and remount it on the shaft. Fasten the nut with Loctite and torque it down firmly but not overmuch.
