still stumped guys... turbo not running 200 1983

hey guys, i've been out for a while doing about everything i can figure out on this car to get it running and still no luck.. all the things i have done here may narrow it down a bit so i thought i'd see what your opinions would be.
I just replaced the timing belt and all lines up right,
new cap, rotor, plug wires, plugs
new vacuum lines throughout EXCEPT the warm up regulator was replaced before with a non-turbo part so the vacuum lines to the warm up sensor in the head are now blocked. this shouldnt affect starting though.
New connector hose and others inspected on turbo intake piping.
New in-tank and main fuel pumps
New air, fuel and oil filters
Cleaned out oil separator box and piping
Intake gasket replaced
Different coil used now, no difference.

I am getting a charcoaling of the spark plugs like the possibility of the spark not getting where it needs to or when it needs to....it is getting gas. The fuel pump relays seem to be clicking in and out as they should.... Ideas?? The car ran, but ran poorly a month ago and now no start. I can turn it over and over and over and every few turns it will act like it is trying to fire but kills itself immediately. I am out of ideas for now, Thanks for any input at all!!
