Rich or Lean??? 200

Hello everyone,
I'm looking for some advise. I have a 1988 240DL with 157000 miles on her.
I've recently had a problem with cold starts. It would turn over, fire and spudder for a few seconds and die. I pulled the plugs and they were soaked in fuel, also covered in carbon. I preformed a minor tune up; plugs, air filter and oil. I checked the fuel pressure regulator, and it's sending plenty of fuel back to the tank; also checked the oxygen sensor, it read .25 volts. The car starts fine now but I am still concerned about my oxygen sensor reading about .25 volts. and the carbon on my plugs, I know that the sensor should optimally be reading .45, is this .25 volt reading a sign to replace it or is there something I'm missing... coolant temp. sensor maybe??? The MAF sensor is good I replaced it last year.
Thank you in advance!!!
WILL
