Poor Vacuum Pressure 200 1980

I'm driving a 242 DL with a B21F and CIS. My vacuum pressure is usually 15-17" Hg. I just checked it and it's down around 13" Hg. 1.5 years ago, I replaced the headgasket. Current compression and cooling system pressure are normal. I sprayed carb cleaner around all vacuum hoses without a change in rpm. I saw no holes in the hoses. Idle speed and timing are ok. I cleaned the fuel injectors individually as well. The throttle body should not be THAT dirty, because I cleaned it within the past year. Any ideas are greatly appreciated.
