barely audible turbo whine at ~45mph? 700 1990

I've always gotten a barely audible turbo whine when accelerating (slowly) to 60. It begins at about 43 mph and passes out of hearing range, is blocked by wind noise, or stops before 50 mph.

Does this sound like a leaky wastegate assembly or is it just from the air passing through my turbo on the intake side. I think the volume of iar is enough to move the turbo from the intake side.

PS My mileage is holding 18.5 city/22 hwy and I've got an EGR malfunction. My NOx is very high and I think the vacuum pump failed, but the point is, my mileage is explainable. I'll be fixing this as soon as I get my late homework turned in heh.
