Overdrive Solenoid Removal 200 1988

I'm having trouble removing the 12 mm bolts that hold the overdrive solenoid. Because it's a tight area, I bought a stubby 12 mm wrench. I couldn't generate enough torque to remove those tightly held bolts. Help!
