High idle with IAC hose unplugged. 700 1988

N/A 745. Hose from IAC to Intake manifold had a large slit. Idle was searching.
Replaced hose. Took off Throttle body. Cleaned and adjusted as described in FAQ. Could not find "blue connector behind battery" so I plugged the hose from the air intake tube to the IAC, and the hole it connects to in the air intake tube.
Was able to set idle to 700 RPM(using tach) easily using black knob on Throttle body.
When I hook up IAC hose, and start car, idle is about 3000 rpm. If I pull off the hose to the IAC, it is sucking like crazy.
What could be causing this?
