1995 940 Poor Coolant Circulation and High Temps 900 1995

While I just checked and the FAQ and I can't find any info regarding this topic so here is the question.

The coolant does not appear to be "flowing" within the system. When you start to car and let it warm up as a certian point to thermostat should open and then hot coolant should flow into the radiator. This is not happening. All that I am getting in the top hose is hot air. I am puzzled why there is this type of problem. I have given the system plenty of time to let the air out of the system. and to the obvious yes the water pump is working.
