break in procedure for new pads and rotors 700 1990

So I'm going to do brake job all around either today (Monday) or tomorrow, depending on when my parts arrive. I have ATE PowerDisc 11.25" rotors for the front with Mintex/TMD Friction pads, and the rear will be ATE solid rotors and Mintex/TMD Friction pads.

Now, here's the question regarding proper break in procedure:
The FAQ states this:

Typically, a series of ten increasingly hard stops from 60mph to 5 mph with normal acceleration in between should get the job done for a high performance street pad. During pad or disc break-in, do not come to a complete stop, so plan where and when you do this procedure with care and concern for yourself and the safety of others. If you come to a complete stop before the break-in process is completed there is the chance for the non-uniform pad material transfer to take place and the results will be what the whole process is trying to avoid.

Here's the problem: I live in NYC so coming to a complete stop during my break in procedure is VERY likely. I was thinking about it though. The reason you don't want to come to a complete stop is because you're clamping the pads down onto a hot rotor surface.

What if I slow down the car to about 5-15MPH during the break in, and if I need to stop, I release the regular brakes, toss the car into neutral, and apply my parking brake gently and roll to a stop and disengage the parking brake? Do you think that'll be effective enough? I'm sure there must be some of you folks around that don't have wide open deserted roads to do a break in procedure, so let's hear some suggestions! :)
