Failed smog test 700 1991

91 volvo failed its smog check this past week, i have no idea what i have done wrong.

What can i do to be sure it passes its smog the next time around??

Oil was just changed about a month ago...other then that i cant think of anything that might be wrong?

Someone told me to check cat convertor?
