Refinishing Virgos 200 1992

I just bought a set of Virgos for my 1992 wagon. I thought it was a steal for $150 including 2 tires w/ at least 65% tread left, 4 center caps, and 2 well-worn but roadworthy (short term) tires. The wheels themselves are in overall great shape, with some curb rash (minor on 3 wheels, more than minor on 1) intermittent pitting and minor corrosion here and there. My plan is to use these rims as summer wheels so they'll see lots of use but only for half the year.

I want to have them refinished and my question is: what is the best way to do this? Is this a DIY job, and if so what is required? I know my local hardware store has wheel paint and clear-coat that I've seen used on a set of Virgos of another volvo owner, and it turned out really well. But I'm just not sure how to get the existing finish off, and what tools are required? Is this something I should leave to an autobody shop? Thanks for your advice.
