Weak Horn - 1993 245 200

1993 245: The horn has started to sound really weak. I removed the horn itself and cleaned the connections where it plugs in. When I hook 12 volts to the horn in the garage directly from a spare battery, it sounds nice and loud. When I put a volt meter on the two wires that feed the horn, and have a helper press the horn button on the steering wheel, I get over 12 volts. When I reinstall the horn and try to honk it, it's still really weak. The connections are clean. I see in Bentley that the ground for the horn is in the passenger compsartment next to the gear shift lever. This ground point also serves fourteen other things which all work. Any suggestions to try before going in and cleaning this ground point?
