Exhaust Noise near Turbo 700

I have some exhaust noise that seems to be coming from the flange between the exhaust manifold and the turbo. The seam between the two is white, indicating leakage. When the engine is under load it sounds like a VERY loud sticky valve lifter. When not under load the car is pretty normal. The noise has been getting progressively worse.

Does anyone know if there is a gasket that's between the turbo flange and the exhaust manifold, or if it's just metal to metal. If it's metal to metal what's the more common item to go, the exhaust manifold or the turbo housing. Is there a quick repair?
