Center brake light/rear wiper conspiracy? 700 1992

Hope someone can help diagnose this double electical gremlin:

1. Regular break lights work OK when break pedal is pressed, but center brake light insists on being different: stays on EXCEPT when break pedal is pressed (followed by a quick flash of the bulb warning light as the pedal is released).

2. Whenever this is happening, the rear wiper will not move when engaged.

3. Temporary solution = turn on the (non-moving) rear wiper, get out and open/close the tailgate a few times until the center brake light goes out and the wiper starts moving. Repeat as needed if wiper/center brake light off-on situation recurs when pressing brake pedal again (usually doesn't, but eventually will).

Any clues? Ground wire problem? What's causing these two components to act in concert like this? I've taken apart the tailgate before to clean up the wiper lock mechanism, and also fixed a previously floppy interior tailgate panel with the ipd kit, so I'm familiar with how things are set up inside. Where should I look for wiring problems? Hinge area too? (Don't know if this represents a potential contributing factor, but the thin gasketing strip along the top of the rear window is not doing its job, and some water trickles down the inside of the window whenever it rains....)
